The following paper looks at a social policy issue in Canada’s largest city – Toronto. The paper aims to craft a policy model for assisting with the mitigation of a serious social service deficit that imperils thousands of young people – homelessness and the failure of our municipal leadership to address it adequately. The recommendation of this writer is that a much more generous approach to affordable housing needs to be pursued – and there should be much more care and attention paid to what we can do to assist young people find meaningful work that pays them a living wage.
