The reason is obvious- because of the discovery of natural resources much in demand in the outside world, this island and its inhabitants have now been literally forced to enter situations- including problems as well as opportunities in a 21st century world in which we had no part. This entry into the world now requires that Tagg and the Council of Elders, establish and maintain a new Constitution.
