Mock Congress Bill
In the House of Representatives
Representative introduces the following bill, which was referred to the committee on
January tenth twenty thousand and one.
Section One: Cigarettes are killing the uneducated youth. This bill is targeted towards
the youth and protecting them against making the terrible decision to smoke. This bill
will change the amount of smokers because the bill is going to make cigarettes less a
part of society and make them less desired. 
Section Two: Every year cigarettes kill more Americans than were killed in World War 1,
the Korean War, and Vietnam combined: Nearly as many as died in battle in World War 2.
Each Year cigarettes kill five times more Americans than Traffic accidents. Lung cancer
alone kills as many as die on the road. The cigarette industry is peddling a deadly
weapon. It is dealing in people's lives for financial gain. (Federal Drug Administration)
The cigarette companies are deal ling the lives of lived ones for financial gain. The
Tobacco industry doesn't just want your money it wants you life. The more death is has to
announce is another way the cigarette word gets around. The cigarette company is ruthless
when it comes to the lives, the more smokers, the more money. 
The youth replace the 1,200 people that die each day from smoking. Each day more than
3,000 young people become regular smokers- more than one million new smokers each year,
90 percent, which are going to be children. (Teen Smoking. Ayer, Eleanor H. 1999) The
Federal drug Administration has proved the harmful life long effects of smoking and yet
the educated youth still continue to smoke. The cigarette companies need 1,200 smokers to
replace the others that die each day. The youth is they.
Smoking ads are put up mostly promote smoking in people 21 and younger they portray an
image that are easily involuntarily picked up by children. The ads promise glamour,
sexual attraction, athletic prowess, success, independence, sophistication, maturity, all
in all perceived privileges of grown-up ness. (Ibid) Smoking ad's need to be banned
because the Adults that are faithful smokers could care less about ads they are loyal to
a certain brand. Cigarette companies try hard to keep cigarettes visible in movies, on
television, public places, restaurants, and sporting arenas. Smoking must be portrayed as
socially acceptable, if not desirable, basically a rightful decision and an individual
choice in a free society. 
Teens who smoke are three times more likely than nonsmokers to use alcohol, eight times
more likely to use marijuana, and 22 times more likely to use cocaine. Smoking is
associated with a host of other risky behaviors, such as fighting and engaging in

cocaine, but smoking leads to a very curious experimental stage and a lot of kids think
that smoking along with a lot of other harmless drugs are non-addiction.
More than 600 ingredients can be used legally in tobacco products, but as innocuous as
some of these seem, such as sugar, vanilla, cocoa, oil of clove stems, chlorophyll, prune
juice, vinegar, menthol, caramel, and the effects become more deadly as they burn. (Ibid)

A cigarette now has been altered from just tobacco to sticks with 600 other additives and
now is their even enough room to put tobacco in them. Cigarettes have 600 legal additives
in them.
Secondhand smoke kills approximately 3,000 people per year and 1,114,000 people are
subjected to secondhand smoke at home. 
When a cigarette is smoked, about one-half of the smoke generated is side stream smoke.
This form of smoke contains essentially all of the same carcinogenic (cancer causing) and
toxic agents that have been identified in the mainstream smoke inhaled by the smoker, but
at greater levels. More than 4,000 individual compounds have been identified in tobacco
and tobacco smoke. Among these are about 60 compounds that are carcinogens, tumor
initiators, and tumor promoters. (Ibid)
Section Three: Be it enacted by the Senate and the House of Representatives of the 
United States of America in Congress assembled in this act are entitled 
to "Protect our youth from the use of tobacco"
* Beginning Jan 1, 2002 the smoking age is going to rise. The smoking age will then be 21
and make it so that there is an easier detection to tell age.
1. Beginning Jan 1, 2002 the law is going to include a rule against selling without
looking at Identification. That is even if somebody looks 21 they are still to be carded,
everyone gets carded, even a 80 year old man on his death bed. 
2. Beginning Jan 1, 2002 Cigarettes are only to be sold at specialty store and the stores
need to be at least 50 miles apart. 
3. Beginning Jan 1, 2002 There are to be no ads in magazines, billboards or commercials
on television.
4. Beginning Jan 1, 2002 Cigarettes are to only be smoked in the privacy of your own
house, or the privacy of others homes. 
5. Beginning Jan 1, 2002 Cigarettes are to be added to the D.A.R.E. (Dare to keep kids
off Drugs) program and kids are to be educated just as much as drugs as cigarettes. 
6. Beginning Jan 1, 2002 Cigarettes are to be sold in colorless packages that have no
identification on them but the simple name printed in black plain ink. 
7. Beginning Jan 1, 2002 Cigarette prices are to be raised a dollar and that extra dollar
is to be donated to the National Lung Cancer Association.
